A Message From Superintendent Tracy Wrend

Karen Weeks will be retiring from her role as Principal at Peoples Academy Middle Level (PAML) at the end of the 2018-2019 school year.  She has served the students of our community for sixteen years, as a special educator, Director of Student Services and Principal. Karen’s presence at the school and in the community will be greatly missed.  We thank Karen for her years of dedication and service and wish her the absolute best.  We are preparing to make the important decision of who will be the next principal at PAML. The process is beginning now and will include the appointment of a committee to conduct the initial phases of the search process, facilitated by PA Principal Phil Grant.  

Statewide discussions are occurring regarding the timeline for a shift to determining readiness for graduation based upon proficiency by 2020.  I want to assure you that the schools of LSSU have a thoughtful plan and process for assuring that students will be enriched and continue to experience high levels of success in post-secondary admissions. Improving outcomes for students will translate to success after admission, and in careers, the military and other post-secondary endeavors.  

The fundamental principles of PBL have explicitly been a priority for instructional design and professional development since 2015. Prior to this we had also completed significant foundational work. We are pleased and proud of the work of our teachers and excited by the emerging impacts of improved instructional practice in our students.  In recent editions, I have highlighted some of the successes in the schools of LSSU. 

In this edition, I am pleased to highlight another example of outstanding work in our schools.  Students at Peoples Academy Middle Level are deeply engaged in the development of student-friendly language explaining Scholarly Habits.  LSSU’s Scholarly Habits describe the research-based dispositions of success and include Perseverance, Mindsets, Social Skills, and Learning Strategies.  Their work has included interviewing adults in our communities about how Scholarly Habits are important and how they influence success as an adult.

There are a number of important dates for community members:

  • Tuesday, February 26, 2019, between 8:00 a.m. and 7:00 p.m. at your town polling location. Vote on the proposed amendments to the Articles of Agreement for the merged district, Lamoille South Unified Union (LSUU) if it becomes operational.  You can also vote early! Vote TODAY or any day your town clerk is open. You can learn more about the proposed amendments on the LSUU board page on our website.  
     
  • Monday, February 25, 2019, at 6:00 p.m. in the Akeley Memorial Hall (joint meeting with the Stowe Select Board) Stowe School District Information Meeting
     
  • Thursday, February 28, 2019, at 6:00 p.m. in the Auditorium at Peoples Academy, Elmore-Morristown Unified Union Public Information/Annual Meeting
     
  • Monday, March 4, 2019, petitions due for board seats for LSUU.  Petitions are available from LSSU or your Town Clerk
     
  • Tuesday, March 5, 2019, the Stowe School District Annual Meeting will be held immediately following the Stowe Town Meeting in the Stowe High School Auditorium
     
  • Tuesday, March 5, 2019, from 8:00 a.m. to 7:00 p.m. Elmore-Morristown Unified Union Polling Australian Ballot at the Morristown and Elmore Municipal Offices
     
  • Tuesday, March 5, 2019, from 7:00 a.m. to 7:00 p.m. Stowe School District Polling Australian Ballot at the Stowe High School Gym

EMUU Board Brief
February 19, 2019

The board held a public information meeting regarding proposed amendments to Articles of Agreement that will take effect if EMUU merges with SSD and reviewed the articles being recommended for amendment:  School of Attendance, Closure of School Buildings, and Board Composition and Elections.

Additional information can be located on the LSUU Transition Board website.

Please reach out to a school board member or the Superintendent if you have questions regarding the proposed amendments. If an article is not approved, the default article provided by the State Board of Education will be adopted.  If an article is approved, the amended article will be adopted.

Voting on amendments to the articles will take place Tuesday, February 26, from 8:00 a.m. to 7:00 p.m. at town offices in Elmore and Morristown.

Voting for the EMUU proposed FY20 budget will take place on March 5 (Town Meeting Day), with the EMUU Annual Meeting and Budget Information Meeting held on Thursday, February 28, beginning at 6:00 p.m. in the PA auditorium.

Early voting has begun! You may vote early for the Articles of Agreement (for the newly-formed Lamoille South Unified Union, if we merge) and the annual budget and school board representation (for the EMUU district, if the merger does not happen) at the same time.

Anyone wishing to run for a seat on the board of the newly-formed Lamoille South Unified Union may contact LSSU Central Office or your town clerk to pick up a petition. We will know the merged board structure after the February 26 vote.  Petitions for board seats must be turned in by March 4. This is a quick turnaround time, so it’s not too soon to start getting signatures.

The EMUU Annual Report is available at town offices, schools, libraries, the Elmore Store, and Morrisville Water & Light, among other locations in Elmore and Morristown. Be sure to pick up a copy for budget information prior to our February 28 Annual Meeting and March 5 Australian ballot budget vote.

SSD Board Brief
February 18, 2019

Stowe representatives on the Articles of Agreement Committee for the newly-formed Lamoille South Unified Union presented on the proposed amendments to the Articles of Agreement.  

An Australian ballot vote on the Articles will be held on Tuesday, February 26, from 8:00 a.m. to 7:00 p.m. at the Stowe Town Office.  Early voting is available.  Please vote!

An important update regarding the projected tax rates for the SSD FY20 budget proposal was provided.  Equalized Pupil counts were recently finalized by the Agency of Education, and are slightly higher than the estimates at the time of budget approval.  The final SSD equalized pupil count is 763.86 and results in Education Spending Per Equalized Pupil of $15,766.  The result is that homestead tax rates are estimated to be $1.565, four-tenths of a cent ($0.004) lower than rates published in the Town Report.  As always, tax rates are finalized with the approval of the budget by the electorate, and the final decisions of the legislature regarding tax rate formula variables, usually late in the legislative session. 

The information meeting on the proposed budget is scheduled for Monday, February 25, 2019, at 6:00 p.m. in the Akeley Memorial Hall (joint meeting with the Stowe Select Board). The Stowe School Annual Meeting is Town Meeting Day, Tuesday, March 5, 2019, immediately following the Stowe Town Meeting in the Stowe High School Auditorium.  

Australian ballot voting on the proposed FY20 budget and board elections is Tuesday, March 5, 2019, from 7:00 a.m. to 7:00 p.m. in the Stowe High School gym.  Early voting is available now. 

Community engagement in education governance is an important part of the strength and success of Stowe Schools.  Thank you for your attendance at meetings and participation in elections on the important questions before our community.
